Symptoms
When using a shared application tier file system with Oracle Applications 11i or 12 with NAS like device, all the forms (Framework and Core) run slow, but apparently there is no resource constraints.
Tracing does not show time spent in the DB (most of the waits are 'sqlnet message from client') and there is virtually no cpu consumption in the middle tier.
Changes
Moved or started using a shared application tier (shared APPL_TOP).
