ARXARWIN.pll and ARXRWRCT.pll Do Not Compile - no column 'REGIME_ID' in table (Doc ID 803316.1)

Symptoms

On 12.0.6 in Production:
When attempting to apply <patch 7653100>, it fails generating libraries ARXARWIN.pll and
ARXRWRCT.pll with the following error:

ERROR generating library "resource/ARXARWIN.plx" from input file
/ebsfunc/applfunc/apps/apps_st/appl/au/12.0.0/resource/ARXARWIN.pll

Results of library generation:
(from file /ebsfunc/applfunc/apps/apps_st/appl/au/12.0.0/resource/ARXARWIN.err
AD Worker has deleted the original .err file)
Compilation errors on ARR_MENU:
PL/SQL ERROR 414 at line 53, column 11
no column 'REGIME_ID' in table
PL/SQL ERROR 0 at line 47, column 5
SQL Statement ignored

Failed to generate library.
