Bulk Plan Will Not Combine Orders using Ground Schedule (Doc ID 803885.1)

-- Problem Statement:

The user is unable to combine orders on a bulk plan where the ground schedule exists.  The following depicts an example of this:

One shipment is expected from the following set of orders. However, 2 shipments are built. The order set includes 2 orders which contain the following setup:

Order1:  Source1 --> Dest 1

Order 2:  Source2 --> Dest2

-- Steps To Reproduce:
Select the orders mentioned above and run a bulk plan. In this case, 2 shipments were created using the ground schedule - one for each source.

-- Business Impact:
The orders are not consolidating properly which is not of cost savings.
