AME Sourcing Award Allow_Empty_Approval_Groups = True Gives Approver Not Found (Doc ID 805521.1)

Goal

Using AME for the Sourcing Award Approval Transaction Type, and set the Header level Attribute ALLOW_EMPTY_APPROVAL GROUPS to True gives Approver Not Found.

For example:

1. Create only one rule in the transaction with: >= $1 MM USD, then require approval from an approval group.
2. In Sourcing, create an event > $1 MM USD, then all works fine
3. Create an event with less than $1 MM, then cannot proceed because an approver is required and no approver  is found.
5. If the same is tested in AME, then both cases work fine.
