Symptoms
Actual cost is not updated in workplan
Steps To Reproduce:
1. Create transaction for a project.
2. Update the project summary amounts and view project costs successfully in PSI.
3. Run request 'PRC: Update Project and Resource Base Summaries' and 'PRC: Update Project Performance Data'.
4. Query the WBS.
5. Actual cost is not updated.
