Problem Statement:
Unable to check out and create a Purchase Requisition due to error:

"You do not have the authority to approve this requisition and an Approval List was not created automatically.
  Please contact your system administrator."

This is happening only with one iProcurement responsibility and one user.
Using another OU responsibility the approval list is building.

Saving the requisition the number is always the same number.
An old requisition number out of the sequence.

Steps To Reproduce:
1. Log into iProcurement.
2. Enter requisition details.
3. Go to Approval page.
    The error message is shown and no approval list built.
4. Save the requisition and the requisition number is always the same. An old requisition number.
