Symptoms

When attempting to do a database character set migration with EBS, executing csscan as part of the process, table CN_LEDGER_BAL_TYPES_ALL_B appears with seeded data:

User : CN
Table : CN_LEDGER_BAL_TYPES_ALL_B
Column: BALANCE_NAME
Type : VARCHAR2(20)
Number of Exceptions : 51
Max Post Conversion Data Size: 21

Customer needs a clean csscan in order to continue with csconv.

Recently upgraded to 10gR2 (from 9.2.0.6)
