Symptoms

When attempting to progress an order for Action: Purchase Release, for a DropShip order with a user-id setup as Contingent worker (in HR) the following error occurs:

ERROR
Purchase Release Incomplete.
Invalid employee id.
A hold was found on the order or on the line.
User-Defined Exception in Package OE_Purchase_Release_PVT Procedure Purchase_Release
The person who entered the order, &USER, is not a valid employee.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench > Enter a Drop ship order with a Contingent Worker user-id
3. Receive error:
Purchase Release Incomplete.
Invalid employee id.
A hold was found on the order or on the line.
User-Defined Exception in Package OE_Purchase_Release_PVT Procedure Purchase_Release
The person who entered the order, &USER, is not a valid employee.

Due to this issue, Contingent users cannot progress the orders for Action: Purchase Release program.
