Symptoms
On 11.5.10 in Production:
When attempting to use FNDCPASS to change APPLSYS password the following error occurs.
The issue can be reproduced at will with the following steps:
1. Login in as applmgr.
2. Run 'FNDCPASS apps/<appspass> 0 Y system/<syspass> SYSTEM APPLSYS newpass'.
