A Usage Type Is Not Available For Selection In Usage Type LOV (Doc ID 810584.1)

-- Problem Statement:
In Contact Center > Address tab > the address Usage Type LOV is not showing the "Bill To" option.

Expect "Bill To" to be available for selection.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to Contact Center and select a customer.
2. Go to Address tab.
3. Select an address and in the Site Usages section open the Usage LOV.
4. Bill To is not available for selection in the Usage Type LOV.
