Two 'Encoding' Tags in XML File Header (Doc ID 811055.1)

Symptoms

When changing Oracle Reports to xml format,  the xml data generated by Oracle Reports, is showing two encoding syntax:

<?xml version="1.0" encoding="iso-8859-9" encoding="UTF-8" ?>

-- Steps To Reproduce:

  1. Go to Concurrent Program Define
  2. Query Active Users report
  3. Change format to XML
  4. Run report through concurrent manager
  5. View output file
