Payment Method Code on Routing Rule Inquiry Input Screen is Being Ignored

This problem can occur on any platform.
Two Order Routing Rules are configured that are for the same Location, but different Payment Method Codes. When running a "Routing Rule Inquiry" and specifically selecting a "Payment Method Code", the wrong Routing Rule is presented in the results based on the selected "Payment Method Code".
-- Steps To Reproduce:
1. Create two Routing Rules with the same configuration only different Payment Method Codes
2. Run a Routing Rule Inquiry while specifying one of the Payment Method Codes
3. Notice that the result is for the Routing Rule for the wrong Payment Method Code
