Symptoms
When attempting to perform allocation as part of the pick release process for non locator controlled items, the following error occurs:

Error: The material sourcing process failed to create picking suggestion for line 1 of move order number ....
The issue can be reproduced at will with the following steps:
1. Create a Sales Order for an non-lot controlled item with ship from a WMS Enabled Organization
2. Book The Order.
3. Query the Order in Shipping Transaction Form.
4. Launch Pick Release for the Line.
