Goal

Since this first pay was run before defining the Tax Group, the balances from pay run are
not included in the Tax Group.

Note: Some employees who are hitting some tax (i.e. EI)
caps for some of the taxes in the next pay.


Steps that where taking in implementing:

1- They ran first payroll with a payment date ie, Apr 9th
2- They then on April 18th created a tax group and assigned it to the employees.

When reviewing EI limits, the amount withheld from first payroll on Apr. 9th is not being taken into account in the calculations.
