Load Configuration Not Always Selecting The Optimum Orientation

This problem can occur on any platform.

Symptoms

-- Problem Statement:
On 5.5, Find that the Load Configuration results for Pinwheel shows a Gap when the Load
Configuration is viewed.
Also the Upright Lengthwise and Upright Widthwise Load Confgiuration results are not optimal

EXPECTED BEHAVIOR
Expect that the Pinwheel Orientation does not show any gaps and the Upright Lengthwise/Upright
Widthwise results are also optimal

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Set up Transport handling Units with Orinatation for Pinhweel and Upright Lengthwise/Widthwise
2. Plan an Order with Load Configuration and see that the Pinwheel orientation shows a Gap
3. Also Loading pattern width-wise or length-wise should be selected for ship units based on
width<length or length<width respectively, so that the loading on the Z-axis is minimal. But
this is not observed every time
