Standard Manager.
Symptoms
Standard manager alone is not starting up whereas all other concurrent managers are up and running.
Internal concurrent manager and other seeded managers are running with the actual number of processes as defined.
Changes
This problem can occur after cloning or submission of new custom concurrent program.
