Error When Using Projects-Purchasing Timecard Layout "CUI_COMPONENT_PROPERTY_NOT_FOUND" (Doc ID 815004.1)

Symptoms

When attempting to create a new timecard the following error occurs:

ERROR
"Message not found: HXC, Message Name: HXC_CUI_ERROR. Tokens:
CUI_ERROR_CODE=CUI_COMPONENT_PROPERTY_NOT_FOUND;"

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Change the Layout preference to be Projects and Purchasing Layout
2. Login as the user and click on create timecard
3. Receive the error

The Error does not allow you to proceed any further to create a timecard.
