Distance Duration Uses Wrong UOM (Kilometer Km Is Not Used In Calculation).

Symptoms
-- Problem Statement:
On 5.5 CU5 find that when a Rate Service is set to use kilometers when OTM carries out its calculations it is using miles and not converting to Km for the comparison to the Km values in the Rate Service.
EXPECTED BEHAVIOR
Expect the comparison to be in Km because the Rate Service is set in Km.
-- Steps To Reproduce:
1 - Navigate to: Contract and Rate Management > Contract Management > Rate Service.
2 - Click New and set the following
Enter an ID, Rate Service Type: Distance, duration and Calendar.
3 - Click Details.
4 - Distance: 10 Km - Service days:1
Distance: 100 Km - Service Days: 2
Distance: 120 Km - Service Days: 3
Distance: 200 Km - Service Days: 4
5 - Click Finished.
6 - In the Ask OTM toolbar click 'ask OTM for Distance/Time'
Enter:
Rate Service.
Rate Distance: Lookup else estimate.

7 - Click Find Distance/Time
Note the result should be 4 Days but the result used is 3 days.
