Unable To Connect To Supplier Site Due To An Unencoded Return URL (Doc ID 816255.1)

Symptoms

 Problem Statement:

In 11.5.10.2 in Production:

When attempting to establish a punchout with a new vendor via cXML the return URL is causing issues as it is passing it unencoded.
.
Expecting an encoded URL and the return URL to be with "&amp" instead of "&".
.
The TAG called URL shows:
.
https://<server name>:<port>/OA_HTML/OA.jsp?OAFunc=ICX_CAT_PUNCHOUT_CALLBACK&OAHP=ICX_POR_HOMEPAGE_MENU&OASF=ICX_CAT_PUNCHOUT_CALLBACK&transactionid=1234567890
.
The vendor wants Punchout to pass the same string with html encoding:

https://<server name>:<port>/OA_HTML/OA.jsp?OAFunc=ICX_CAT_PUNCHOUT_CALLBACK&amp;OAHP=ICX_POR_HOMEPAGE_MENU&amp;OASF=ICX_CAT_PUNCHOUT_CALLBACK&amp;transactionid=1234567890
.
Notice how "&" needs to be "&amp;"
