Closing the Administrative Life Event Sets Rates for Flexible Spending Account (FSA) Plans to the Default of Zero (Doc ID 818233.1)

Symptoms

Find that when the Administrative life event is closed, the rates are set to the Zero.

The rates are correct before closing the life event.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Go to responsibility US Super HRMS Manager Responsibility
2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request.
3. Select and submit Request Name "Close Enrollments Process" for the Administrative life event.

Rate are change to zero.
