Closing Administrative Life Event Reset FSA Rates to Default (Doc ID 818233.1)

This problem can occur on any platform.


On 11.5.10 in Production:

Find that when Administrative Life Event is Closed, Rates are set to the Zero. The Rates are correct before closing the Life Event.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Login to HRMS Manager Responsibility
2. Close the Administrative Life Event.
3. Rate are change to Zero.
