-- Problem Statement:
An assignment is being progressed to the next step on the grade ladder when the increment frequence of the steps are defined as 1 year

-- Steps To Reproduce:
1. Create Grade ladder (manual progression)
2.  Steps on the ladder use a Pay Scale with an Increment Frequency of 1 year
3. Create two employees - one with start date 01-Jan-2007 and one with start date 15-Jan-2007. 
4. Ran the Participation process:Grade Step effective 01-Jan-2008
5. Both employee are coming eligible (Grade -> Progression Approval)
