"(REPORTOWNER.FK_RLP_FILE_NAME) violated" Error When Attempting to Delete USER (Doc ID 819556.1)

Symptoms

-- Problem Statement:

When attempting to delete an OTM USER, the following error is occurring:

Could not update user info for user DOMAIN.USER_ID
java.lang.SecurityException: RdbmsRealm: failed to delete User:DOMAIN.USER_ID
java.sql.SQLException: ORA-02292: integrity constraint (REPORTOWNER.FK_RLP_FILE_NAME) violated
- child record found

This occurs when a REPORT_LOG_PARAMETER entry is stored in the database that references this User
via the field: INSERT_USER or UPDATE_USER

-- Steps To Reproduce:
1. Ensure that there are entries in the REPORT_LOG_PARAMETER database table that reference the
user being deleted
2. Navigate to Configuration and Administration -> User Management -> List Users
3. Search for the User to delete
4. Edit the User
5. Click on "Remove User" button

The screen displays:

Could not update user info for user DOMAIN.USER_ID
java.lang.SecurityException: RdbmsRealm: failed to delete User:DOMAIN.USER_ID
java.sql.SQLException: ORA-02292: integrity constraint (REPORTOWNER.FK_RLP_FILE_NAME) violated
- child record found
