OSP Move Transactions Fail With “An assembly transaction can not be processed in background mode if it has backflush components"

On 12.0.4 in Production:
When attempting to Perform an OSP receipt against an assembly/job with lot controlled items the following error occurs:
“An assembly transaction can not be processed in background mode if it has backflush components that are serial controlled or lot controlled where the lot can not be derived”
The issue can be reproduced at will with the following steps:
1. Responsibility WIP SUPERUSER / Move Transactions / Pending Move Transactions
2. Find the move transaction
