Symptoms
Problem Statement:
When attempting to run the Mass Appraisals Creation program through the Performance Management Plan (PMP), it failed with the following error in the log file:
The Mass Appraisal Creation process has failed since pending transactions exist
for this performance management plan.
Finished executing request completion options.

- Raise a Plan including appraisals
- Publish the plan with Mass Appraisal Creation Program
- See the log of the "WPMAPRPUSH module: Mass Appraisal Creation" :
