-- Problem Statement:
On 12.0.6 in Production:
Unable to change the Rate Period from  Annual to Monthly in the existing Grade Ladder


EXPECTED BEHAVIOR
Expect to change the Rate period from Annual to Monthly

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log in to HRMS Manager responsibility
2. Total Compensation>Total Compensation Setup Wizard
3. Select Grade/Step Progression
4. Enter Effective Date = 01-Jan-1951
5. Click Go
6. Click Update
7. Click on the icon under 'Go to task' Salary Information
8. Change Rate Period field from 'Annual' to 'Monthly'

Not able to change the value
