R12: Round Down And Minimum Withheld Amount Not Working When Using Korean Localization

Symptoms

Find that Withholding Tax Calculation when using Korean Localizations does not honor the Minimum Withheld Amount setup nor does it round down to the nearest ten.

EXPECTED BEHAVIOR
Expect Withholding Tax for Korea to be calculated based on the Minimum Withheld Amount setup and
round down to the nearest ten.

STEPS
The issue can be reproduced at will with the following steps:
1. Complete the Withholding Tax setup as described in the Oracle Financials for Asia/Pacific User Guide
2. Create an invoice and validate it

Example, Notice that for Minimum Withheld Amount( Setup is "10,000")
if the withholding income tax = 9,876 the result is 9,876.
if the withholding resident tax = 987 the result is 987.

if the withholding income tax = 123,456 the result for round-down is 123,456.
if the withholding resident tax = 12,345 the result for round-down is 12,347.

Expected Behaviour:
for Minimum Withheld Amount( Setup is "10,000")
if the withholding income tax = 9,876 the result to be 0.
if the withholding resident tax = 987 the result to be 0.

if the withholding income tax = 123,456 the result for round-down to be 123,450.
if the withholding resident tax = 12,345 the result for round-down to be 12,340.
