Collection for Custom Source does not recover after Collection Fails (Doc ID 827027.1)

The Collections process failed because of an extent problem on the database.

When trying to run Collections again, the transactions left unprocessed were not picked up.
Trying to repopulate the source table, the transactions again fail to be processed.  There were corresponding rows in the CN_NOT_TRX tables with an event_id of 1000 (collections source) and a collected_flag = 'N'.  Those rows prevent user from re-collecting the transactions.

Steps To Reproduce:

Run the Collections with a custom source.
Have the database error with an UNABLE TO EXTEND
Try to collect the transactions again.
