PMV-ERROR:CustomQueryBuilder::processPLSQLQUERYATTR() at BIL Reports (Doc ID 828205.1)

Symptoms

Opportunity Activity in Sales DBI gets error if Period = Quarter or Year but works
with Month.

The error is:

PMV-ERROR:CustomQueryBuilder::processPLSQLQUERYATTR() : PLSQL Func =
BIL_BI_OPPTY_MGMT_RPTS_PKG.BIL_BI_OPPTY_ACTIVITY ORA-01403: no data found ORA-06512: at
"APPS.BIL_BI_OPPTY_MGMT_RPTS_PKG", line 2414 ORA-06512: at line 1

You can note the following facts:

1. after you restart your DB then Opportunity Activity works for all period parameters (month, year, quarter).
Then when you run the load and clear request set the Opportunity Activity stops working for period parameters year and quarter.

2. Results of the following queries
Queries:

a) select start_date
from fii_time_week
where :l_as_of_date between start_date and end_date;
.
b) select start_date
from fii_time_ent_period
where :l_as_of_date between start_date and end_date;
.
c) select start_date
from fii_time_ent_qtr
where :l_as_of_date between start_date and end_date;
.
d) select start_date
from fii_time_ent_year
where :l_as_of_date between start_date and end_date; 

shows that returns

a,b) valid date
c,d) NULL

when Period = Quarter or Year  is not working

and

a,b,c,d) valid date
when any select for Period is working

3. you can observe the same error in a FII package when run 'Financials Profit and Loss' page when Period = Quarter or or Year but works with Month.
