Symptoms

After creating security profile and then running the Security List Maintenance Program, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Create a security profile
2. Profile HR: User Type is set to HR User at the Responsibility level
3. Run the Security List Maintenance Program
