How deduct Mealtime deduction from two different elements?

Following is the setup
1.In the Element Time information
Regular and Offsite Time Element Setup
a)
Element name = Regular Hours
Earning Category = Regular Earning
b)
Element name = offsite
Earning Category = Regular Earning

2.Hour Deduction Setup
In Hour Deduction Policy

Name = Meal-break half an hour Deduction
Mealtime deduction

3. In earning policy

Set the Regular Earning in the earning type in the detail block as regular base element

When entering timecard the half hour meal break is deducted from Regular Earning and not the offsite
