Accounting setup Manager

In Accounting Setup Manager, unable to access the setup of the secondary ledger. This functionality worked before and the problem has just recently occurred. The pencil icon is grey for all setup steps except for the
first one, setup of the ledger (ledger options). The remaining steps such as mapping, reporting currency, intercompany, intracompany, sequencing etc are all grey.
