iStore is not calling Credit Card Authorization even though IBE profile was enabled

On 12.0.5 in Test and Production:
iStore seems not calling Authorization at all.
iStore supposed to authorize credit card payments within iStore layer, if Profile,
"IBE: Perform Payment authorization in iStore" (IBE_PERFORM_CC_AUTH) was set to "Yes".
Authorization seems only taking place in OM after the order was submitted from iStore with "ASO : Default Order State" setup as "Booked". In this case, order gets created with credit hold if there was a auth failure. If ASO profile was set to "Entered", OM does not even attempt authorization.
1) if auth fails, show the auth error in iStore and do not create the order
2) if auth success, create the order with auth approval code in OM
