POST-UPGRADE: Territory Rules Are Not Being Used To Assign Resources To SR (Doc ID 832324.1)

-- Problem Statement:
Upgraded from 11.5.9 to 12.0.5.  In 11.5.9, resource assignment is working fine when raising SRs. 

Now in 12.0.5, setup a Territory to allow resources to be allocated to the new Request Type.  Seems like the new territory is being ignored and no resources are being automatically assigned when raising the SR.

Note:  The Run the Synchronize Territory Assignment Rules program was ran.
