Symptoms

When a notification is reassigned using the Transfer Notification Ownership option, the notification returns to the previous owner after being processed rather than move on to the next user.
A->B Notification transferred to B,
B approves the notification
B-> A instead of B -> C

Steps To Reproduce:
1) open workflow status monitor
2) Reassign a notification from user A to user B -using Transfer notification Radio button
3) Approve on user B's behalf
4) The notification should go to user C but goes back to user A.
