A Rule can not be Queried in the Eligibility Criteria Form (Doc ID 833434.1)

This problem can occur on any platform.


-- Problem Statement:
A rule which doesn't have any "Linked to" items can not be queried in the Eligibility Criteria form.

-- Steps To Reproduce:
1. goto OTL Application Developer Responsibility
2. goto Preferences
3. goto Eligibility Criteria tab
4. Create new rule
5. input 'Link by' to "Person"
6. no input 'Linked to'
7. save
8. query <- There is no new rule in the inquiry result

-- Business Impact:
This rule cannot be corrected.
Moreover, the rule cannot be made by the same rule name.
