Symptoms

On 11.5.10.2 in Production:
Find several RMA orders that are Closed with lines at Awaiting Return or Booked.  Unable to progress the lines as the header is Closed.

EXPECTED BEHAVIOR
Expect that the orders would not close until the lines are closed.

STEPS
The issue can be reproduced at will with the following steps:
1. Create the order
2. Add a shippable line
3. Add a return line
4. Ship the shippable line
5. Order closes
6. Return line remained Open - can not receive
