Update The Ship To On A Booked Order And The Order Date Changes (Doc ID 834164.1)

On 12.0.6 in Production:

After applying Patch.8477340:R12.ONT.A (Release 12.0.6),  when updating the Ship To on a booked order,  the Order Date changes.

Expect to be able to progress a quote to a sales order AND not have Order Date change when update the Ship To on a booked order.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Apply patch Patch.8477340:R12.ONT.A to instance
2. Remove code to to disable dependency between ORDERED_DATE and TRANSACTION_PHASE
at the header level in OEXEDEPB.pls,
3. Open a booked order
4. Change the ship to.
5 See the order date change.
