5.5:OTM: Issue with Branding based on locale (Doc ID 834249.1)

Symptoms

Client is doing Branding based on locale (language and country). As per the Branding Guide, they
are required to add more space for double-byte languages like Chinese.

Branding Guide states as below:

Because double-byte character sets (ideographs like in Chinese) consists of much more details than
normal ASCII characters, you need to adapt your stylesheets. OTM ships with a gc3themes.css file
adapted to Chinese. It is located in: /css/zh/themes/.

It is observed that  the zh folder is missing in OTM_HOME/apache/htdocs/css/  . Is this fine Or do we need to look into a different directory here?
