-- Problem Statement:
Using the API to create an user responsibilities: fnd_user_resp_groups_api.insert_assignment returns the following error:

"ORA-20001: Oracle error 100: ORA-01403: no data found has been detected in
FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT."

-- Steps To Reproduce:
Where user_id is from fnd_user table, and responsibility_id and application_id are from the fnd_responsibility_tl table. Run the following script:
