Symptoms

User is baselining a project budget. Normally, this will launch the 'PA budget Integration Workflow (PAWFBUI)' which in turn will run the "PRC: Maintain Budgetary Control Balances" concurrent manager process.

No workflow is being generated and no concurrent requests for "PRC: Maintain Budgetary Control Balances" is run.

The Workflow Background Process process is running though.
