Symptoms
-- Problem Statement:
An Itinerary includes a leg defined as set to 'CONSOL INTO ONE SHIP MULTI EQUIP' on the primary leg. OTM is planning two separate shipments and not one shipment with multiple equipment. One shipment is expected as the cost of the combined shipment is equal to the sum of the uncombined shipments.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Configure a multi leg shipment where the primary leg is set to 'CONSOL INTO ONE SHIP MULTI EQUIP'.
2. Plan orders using this Itinerary where more than one piece of equipment will be needed.
3. Note the result is that two shipments are created where one is expected.
