Symptoms

When trying to create a plan element the following error is encountered:

ORA-01403: no data found in Package CN_PLAN_ELEMENT_PVT Procedure
Create_Plan_Element

This can be reproduced with the following steps:

(R) Plan Administrator
(N) Compensation Plan and Components
Maintain Component Library
Plan Elements
