Orders Are Not Being Collected In Oracle Incentive Compensation (Doc ID 837857.1)

Oracle Incentive Compensation is not collecting from booked Sales Orders when an order is created and
booked.  The Collect Orders concurrent program is run, but Oracle Incentive Compensation doesn't collect any data.

This issue can be reproduced with the following steps:

1. Create a Sales Order
2. Book the order
3. Run the Collect Orders Concurrent Program in Oracle Incentive Compensation
