Modifiers With Pricing Event As "Enter Order Line" Are Not Applied Thru Process_Order API (Doc ID 838147.1)

Symptoms

Find that modifiers that use the pricing event of 'Enter Order Line' do not get applied when the order is created through the Process_Order API, but work when entering through the order management sales order form.


Steps To Reproduce:
1. Create an event phase that has only 'Enter Order line' event assigned.
2. Create an adjustment that uses a pricing event phase from the step above
3. Use the process_order API to create an order for which a the above adjustment should apply.
    see that the adjustment is not applied on the sales order.
