Error When Trying To Add Costs To Rate Records With Non ASCII Characters in Names (Doc ID 838980.1)

Symptoms

-- Problem Statement:
You are able to create a rate record with non-ASCII characters (for example Š, Ç) in its naming convention, however, when trying to edit the rate and add a new rate cost, the following error message appears:

ERROR
Unable to find group in XML

-- Steps To Reproduce:

1. Go to Contract and Rate Management > Contract Management > Rate Record > create a new rate record with a name which includes non-standard characters and add a rate cost.

2. Edit the newly created rate and go to the Rate Cost tab and click on "Add A Cost".

3. The error "Unable to find group in XML" will be displayed
