Location Capacity Optimization with Multiple Service Providers Fails to Plan All Orders (Doc ID 838997.1)

Symptoms

-- Problem Statement:
On 5.5.03:

The location capacity optimization logic disbands one shipment due to the Order being greater than the max weight set for the Service Provider.  Once the Shipment is disbanded the Order is not replanned onto another Shipment using a different Service Provider who can ship the Order. 

-- Steps To Reproduce:

1- Create two different Service Providers each with location capacity limit as follows:

activity of 'pickup', capacity type of 'weight', max weight of 500lb, Capacity Allocation Rule
'all buckets', Time Bucket Duration '1 day'

2- Create two order releases with a combined total weight higher than the max weight defined on the location capacity.

3- Bulk plan both orders.

4- One order plans and the other fails.

5- The expectation was both orders would plan, one on each Service Provider.
