Can the following INVALID packages safely be dropped when not using either Teleservice nor Telephony?

PACKAGE CCT_ROUTINGWORKFLOW_UTL
PACKAGE CCT_SERVERGROUPROUTING_PUB
PACKAGE BODY CCT_BANKROUTING_PUB
PACKAGE BODY CCT_CUSTOMERINIT_PUB
PACKAGE BODY CCT_JTFRESOURCEROUTING_PUB
PACKAGE BODY CCT_PERFTEST_PKG
PACKAGE BODY CCT_PRODUCTINIT_PUB
PACKAGE BODY CCT_ROUTINGACTIVITIES_PUB
PACKAGE BODY CCT_ROUTINGWORKFLOW_UTL
PACKAGE BODY CCT_SERVERGROUPROUTING_PUB
PACKAGE BODY CCT_SERVICEROUTING_PUB

which are mainly failing to compile with the following errors:

PLS-00905: object APPS.CCT_ROUTINGWORKFLOW_UTL is invalid
or
PLS-00201: identifier 'CS_ROUTING_UTL.EMP_TBL_TYPE' must be declared


The CR_ROUTING_UTL package was dropped earlier as it was obsolete.
