Unable To Create Quote In iStore Due to Application Error (Doc ID 840020.1)

Symptoms

When attempting to submit a quote in iStore the following error occurs:

ERROR
Application Error

The application is currently not available or an unexpected error has occurred. Please try again later.
If this message persists, please contact the system administrator.

View Source shows the following:



The issue can be reproduced at will with the following steps:
1) Login to iStore
2) Select some Items and add them to the cart
3) select Actions--Request Help
4) Press Go and a new JSP page " How can we assist you in finalizing your order? " opens
5) Fill the following details cart name, reason , comments
6) Submit Request
7) Get Application Error
