Customer Form, Address Issue: The field "Inside City Limit" is not Defaulting To 'Y' as it did in Prior Releases (Doc ID 841059.1)

Goal

When you create a new customer address the field "Inside City Limit" is not defaulting to 'Y'. This is not the same behavior as in Release 11i and prior releases.  This option should be checked by default.
