Installing OAS Adapter -script=CfgOC4JApp Fails With: Could not get DeploymentManager (Doc ID 841658.1)

When attempting to install the Oracle Application Server Adapter for Oracle Applications,

as per <Note 556540.1> Installing Oracle E-Business Suite Integrated SOA Gateway, Release 12

The following error occurs when running the deployment command from step4 


$FND_TOP/bin/ -script=CfgOC4JApp .

Errors encountered running <$FND_TOP>/patch/115/bin/

Command error: <rc> = 256, <command> = <ORACLE_HOME 10.1.3>/jdk/bin/java -jar <ORACLE_HOME 10.1.3>/j2ee/home/admin_client.jar deployer:oc4j:opmn://<host>.<domain>:<port>/oafm oc4jadmin ******* -undeploy AppsSOAAdapter -isConnector



The txkCfgOC4JApp_undeploy<DATA AND TIME>.txt  logfile in $INST_TOP/logs/appl/rgf/TXK shows :

Failed at "Could not get DeploymentManager". 

This is typically the result of an invalid deployer URI format being supplied, the target server not being in a started 
state or incorrect authentication details being supplied.
